Island is still analog. I get them full scale. Possibly changing in the near future. I saw a change in license Designators to switch to Nexedge but don't think that will happen.

There have been many studies by folks, one also suggested moving them to the ComIRS [aka State TRS]
Doing some radio programming and I came across this license:

New as of 10/9/2019. I see it is licensed for analog and P25 for what I assume is a new system. Any activity on this yet?

I would be happy to just make sense of the current system. I programmed a combination of what is available in the database here and the Scan NE wiki and didn't have alot of luck. I heard traffic but not where I expected it.

From the article: "Funded by a Development Grant from the State 911 Department for regional public safety radio system upgrades, the Oak Bluffs Radio Communication Tower is one of five tower sites improved, rehabilitated, or built throughout the Island in order to provide a reliable and resilient service to first responders and to the broader Martha’s Vineyard community."

Maybe this is the 5th and final site related to license I posted, which has 4 sites listed.

I Still have the full load of VHF Hi Frequencies loaded in and get them Great In New Bedford over the water ( Buzzards Bay).
Will be interesting to see when they go P25 and If a Frequency change or Jump
on Zone 4 of the State Police ?
