Maryland Howard County receive issues

I am using a PRO-197 and ARC500 software. I have no problem with Anne Arundel and Baltimore and Baltimore County, but I can't seem to get Howard County. I would like to monitor Howard County Police. I added the new control channel frequencies and a couple of the new talk groups for Dist 1 and Dist 2. When activity comes on it is unintelligable, garbled, sounding like digital artifacts. I am not new to scanning, but this issue has me puzzled. Any help would be appreciated. I am located in Pasadena, MD.

Digital Simulcast. You need more modern equipment. A good SDR and software is the cheapest route, but won’t be portable. Adding, when AACo transitions to its new system, you will likely have the same issue - plus it will be Phase 2.

Here is a simplified ARC500 file for Howard County which includes county PD and MSP Waterloo. You can compare the settings to what you have. I have Digital AGC set of Off. The AGC action can increase garbled audio problems when dealing with simulcast.
