Not to get all off track/topic, but without LAWS on the books, sometimes LE has their hands tied.
Maine does not have a RED FLAG law and from what little I have read, the Yellow Flag law is handcuffed (Yes, pun intended)
I think it was the yellow flag law that would have taken his guns he currently owned, but the way the law reads is that you have to have been committed to a facility, which according to the law, means that you were in a facility for more than 14 days. This guy was conveniently in a facility for 14 days and then released. He threatened a National Guard base and they complained to the police in Maine and the police did nothing. The threat should have been enough to put him in prison, but evidently not.

Nobody wants to take his guns under yellow flag because of liability. That order needs to come from a judge and no one wants to accept the responsibility of taking away a constitutional right because of lawsuits, etc. No one has the balls to stick their neck out. Laws don't matter if they are not enforced. Sad but true and we now see the outcome of a particular case. Guy was not hiding anything even down to checking the box for being admitted to a nut house when trying buy a silencer from a dealer in August.

If they did go to firstnet, I was not aware of that. I just remember hearing on both the Zone 1 state police and Androscoggin County SO that everyone was to switch to statewide car to car (154.695). I know the helicopters searching were using it because there were moments when they gothigh enough that I could hear them through the static talking to the ground units.
I think eventually they will all use FirstNet in the future. I know for a fact that AT&T is in the process of working with the state of Maine to set it up for all first responders from actual documents I found online from the state of Maine as of this year. The issue that it stated as to why they haven't set the system up is due to coverage maps being so off that there are a lot more dead zones than the maps show so they are being forced to do another coverage study.
Again, rumors from folks who claimed there was no Two-way Scanner heard traffic, which you have debunked - Thanks
