There is plenty out there, you do need to spend some time tho, searching.
Activity is not like listening to your Local PD/FD/EMS, it comes-n-goes, sometimes dead for months, sometimes active for days.
Spend sometime searching
400-420 Mhz
380-400 Mhz
162-174 Mhz [don't skip the portion below the NWS]
148-150.800 Mhz
137-143 Mhz
Take plenty of notes [note tones, call signs, locations]
