I believe it is MOH in Ontario on FleetNet.

He's listening to Ottawa EMS. There channels are designated as Alpha, Bravo, Charlie and Delta.

I think I finally got this figured out.
Alpha is the “ dispatch “ channel
Bravo , Charlie , Delta , Echo , Foxtrot are the “ work “ channels
