44.74 is definitely still used, everyday. Remember, though, they are mainly the dispatch center for MSP's eight helicopters, which are spread over the entire state. SYSCOM controls tower sites statewide to facilitate comms with MSP and other helicopters, but I'm pretty sure that they only transmit from one site at a time, depending on the location of the aircraft they are talking to. Also remember it's lowband simplex. So, if SYSCOM is talking to Trooper 5, who may be on a police mission in Garrett County, or transporting a patient from a crash scene in Allegany County to the hospital in Cumberland, chances are that you won't hear them on a scanner located in Glen Burnie.
