Yes. Even though all phase 2 systems are reverse compatible to phase 1 should one subscribe, I have yet to see that happen.

While generally speaking Phase II (TDMA) systems are backwards compatible to Phase I (FDMA), unfortunately it's not always that cut and dry. Talkgroups can be strapped for TDMA-only operation, in which case you'd never see any FDMA operation on those. In order for a talkgroup to be able to switch between TDMA and FDMA on-the-fly, the system must have the proper software installed to allow it. Motorola systems call this DDM (Dynamic Dual Mode), and it's an paid option, not a standard feature. There are a number of systems that have no interest in supporting FDMA, and so they forgo that option. In those cases, you will never see any FDMA activity, aside from the control channel itself which is always FDMA (that may change in the future).

Some talkgroups on the County TRS are in Phase 1 (FDMA) mode, but part of the time only. Like the others have pointed out, it's only when one of the radios that joins the talkgroup is a Phase 1 radio only with no Phase II capability. Some that come to mind are a few of the County Roads TG's, Jamesburg PD 1, and South Amboy Fire & EMS TG's. I would say that 99% of what you hear on this TRS is in Phase II mode.

I have a Pro-106 which will only do Phase I so I'm wondering if it's worth programming this system in? For a while I was not hearing North Plainfield after they switched to the county system I guess due to Phase II but Iately I'm hearing them now. I'm considering the 325P2 as an upgrade to receive P2.

Not sure if u have purchased anything yet, but if u are going to be monitoring mostly P25p2 systems I would spend the extra money and buy either a unication G4/5 or the uniden sds100, both handle simulcast better than anything else out there.
