For least expensive but used I third the suggestion of the Pro-43. I say used because they pretty much have to be found second hand since they have been off the market for quite sometime. The Pro-43 was my first milair scanner and I had a ball with it in Destin, FL. Hint: Eglin AFB across the bay. I was hearing all sort of training sorties and other missions while a guy down from me had just a regular VHF scanner and could only hear ATC. On a more expensive note the BC-296D also does the band right nicely. They are both great at airshows. Especially for the Thunderbirds and Blue Angels plus Snowplows, I mean Snowbirds. ICOM and several others also have handhelds with Milair but they are pretty pricey.
