Where do we post or who do we contact about frequencies in the FCC Grants that are not in the database?

As @wtp and @KevinC said, you can submit them after you have monitored them and determined the actual usage. Please remember, the database is not based on FCC grants, it is based on listeners hearing traffic and identifying that traffic, both the source and content, to ensure the database is as accurate as possible.

A good example of this is a local college near me, they were licensed for a DMR frequency years before it was active, if it had been entered into the database when licensed everyone would complain it was wrong because there was no traffic on it. Once they began using it and TGs were identified then it was added to the database.
