I have a uniden bcd996p2 bearcat. I am missing a lot of emergency traffic. I'll randomly hear something in the middle of a call and by that I mean it'll pick up the entire traffic the 1 time it picks up the traffic. It picks up the full sentence I mean. I recently moved about 5 miles away from my old house where I was picking up everything fine. I bought a new antenna about 6 feet long and have it taped to the top of the window. I'm in Lawton, Oklahoma/ Comanche county Oklahoma. Can someone please let me know what's going on or if they implemented an encrypted system on county fire and sheriff's office within the past few days?

I suspect you may be experiencing a problem with simulcast distortion. I’m at Fort Sill and I have no such problem with monitoring the Elgin, Lawton, and Walters sites using my SDS100. However, my BDC436HP is usually deaf when attempting to monitor the same sites from my location. If you have room in your budget, I would highly recommend purchasing an SDS100 or SDS200.

How do you have the scanner programmed, do you have all three towers programmed, or just one?

You might try each tower separately and see how your reception is on each tower. Then only monitor the tower that gives best reception.
You might also use the antenna that came with the scanner and note the reception. Try the antenna at different lengths on each tower. Sometimes less antenna is better. When using the stock antenna, moving the scanner around even a small distance can make a difference. If the stock antenna doesn't work well, then move the scanner and external antenna to a different area and try that.

If you can not get the reception to improve, then as @ScanRafael get an SDS100/200 or maybe some SDR dongles.

How many Systems are you monitoring?
How many Favorites are you monitoring?
There are reasons I run 20 Scanners.
Damn. My wife would file for divorce if I had 20 scanners going. Do you have those fancy racks for them?

During major holidays like NY's Eve, Thanksgiving, etc., the most I monitor, I have two different Broadcastify feeds, one in each ear. The 436HP and SDS 100 are also going. However, I am excommunicated to the bedroom.

My PROSCAN computer runs 16 feeds to my Bluetooth BoneMic headset like a Dispatch Console so my wife does not have to listen and I can hear her also.

Her happiness means everything to me. Now, I have a Diesel Brand over-the-ear mono for the CB & another for my scanner on trips. I stopped using that blasted GPS because of all of the wires.

I am going to get a used Buick Park Avenue Ultra with 60,000 miles. I would imagine the road noise and room to mount radios is much better than the Corolla.

Hell, I've had two near-death experiences. While I was healing from the C3-C7 back surgery, through the throat, I got impatient driving on the day after Christmas. I nearly got t-boned. I am lying low for now.

Thanks for showing me your setup.

I use this to take to other areas that have little to not much posted about it place it hook up to the internet and search the area map trunking systems for site talkgroups ect.
I am a security tech also I leave this little baby sometimes for a month to do its work.
Mini PC running PROSCAN and ANYDESK and I have 24/7 access.
I also have a network device that lets me cycle power per port just to reset 1 of the 4 scanners.
