Missoula County Rural Fire Department Frequency Question

Hello-
It has been quite awhile since I have been back here
and I am not sure if I posted this in the correct part of the
forum or not.

My scanner is theSDS200 and I am really enjoying it.
I have all of the Missoula County Rural Fire Department
frequencies programmed in from the Radio Reference Database/Sentinel.

The question that I have is:
The frequency is 154.205 MHz,which is operations channel number 4.
When it stops on that channel,all that is heard is a digital signal- P25?

According to the FCC Universal Licensing System,the Call Sign is
KNJY734 with an Emission Designation of 11K2F3E,which is for
analog narrow band FM.

What could this be and would the Discovery settings on the scanner
help?

I was just there last week and didn't hear anything on the frequency. May have been my location. I can't say for sure now but historically that was East Missoula Fire.
