Missoula PD

I've noticed for some time that Missoula PD have a certain amount of noise when it is car to base. Is that an encryption that they are using? It's not all the time, but it occurs often.

Missoula City Police and Missoula County Sheriff frequently use what they refer to "Secure" communication which is encrypted and sounds very annoying.
