Mobile PD Encrypted?

It was my understanding that all MPD was encrypted, except when TGs were patched and a dynamic TG was created. However, the database shows no encryption. Which is true?

I get a lot of MPD in the clear on the first 4 TG's in the database, ditto for the first 2 for the county. There are a few TG's that are always E (1092, for one) that I assume are TAC channels.
