Your description of the168.1125 frequency is a true statement.168.1125 NAC 68F is NTIA federal law enforcement interoperability channel LE 4 (repeater) or LE 8 (direct).
It could be any federal agency or a state or local agency whith authorization.

'mock' - because it's continuously 'in the clear' and repeaterized and that is pretty bush-league for federal LE agency carrying out a real surveillance operation.
Yes - 'red-balled' means stopped at a red light and a common term used by FBI in Boston since at least the early 1980"s when FBI VHF channels were identified by colors, e.g. Blue, Gold, etc.

Probably good to end this thread with Mr. Parris who points out that "there are some training operations that are carried out on clear frequencies". And that they are "often announced as exercises" which means that sometimes they may not be announced as exercises. And that they "sometimes take on elements of some bizarre fictional story" which means that sometimes they may not be bizarre fictional stories.There are some who have postulated that any clear operations heard on federal frequencies are training and not real. I find that laughable. While many sensitive operations, including surveillance and protective details, are often encrypted, they do sometimes show up in the clear. This is often just the result of technical difficulties, as in one or more radios having encryption issues, or multiple agencies operating on a common channel who don't share a common encryption key. That happens often.
Now there are some training operations that are carried out on clear frequencies, for sure. But they often are announced as exercises and sometimes take on elements of some bizarre fictional story as units are dispatched to nuclear detonations, chemical weapon deployments or jumbo jet crashes that are clearly part of an exercise.
