Modot 3?

Earlier this evening I heard a female voice identifying as MODOT 3 calling a city unit for a radio check and indicating that she was using the "Warrenton tower". This was on 154.815, which is our local sheriff's repeater here in Benton County, Iowa. It's a strange time of year for skip, so I'm wondering if MODOT3 might have been an aircraft. Anyone got an answer?

The vhf ducting was incredible later this afternoon. I was hearing Missouri traffic on several local freqs while mobile and I'm just south of KC by about 40 miles.
