Mojave County Sheriff

My friend lives in Kingman and wanted me to program his scanner for Mojave County Sheriff and also Highway Patrol.
I live in Cali so I'm not sure what system to use
I do have win 500 with access to RR database
Any help would be appreciated

The sheriff and HP are all conventional frequencies.
