That seller is usually very good with support, you should consider contacting him.
With that said, if the cable has two LEDs, then you have the FTDI cable. Otherwise, you have the prolific.
With either of these cables, they contain a USB to UART (serial) chip, and if the windows Device Manager does not show a COM port that appears when you connect the cable to the PC and disappears when you disconnect the cable from the PC, then you do not have the correct driver installed.
With the FTDI, at least with older windows (such as my Windows 2000 box), there are two drivers for different types of access to the chip. You need to be very sure you installed the correct driver which creates a serial port device.
Until you have the COM device showing up in Device Manager, your issue is 100% drivers and not the cable, not the radio, and not the CPS. Contact the seller and ask him how to remove whatever driver you have installed and how to install the exact recommended driver (if any).
