The "Little" Wilson CB antenna is a mag-mount, but is there a way to install it on an NMO mount instead? Or are there other short CB antennas that can? The "Little" Wilson would just clear the parking garage at work.

Larsen NMO-27. I've had the same one for about 30 years. I don't use it often now, but for years I did.
It'll be longer than the Lil-Will, but I've dragged them through parking garages without issues.
Laird C27 and Maxrad MLB-2700 are also designed for NMO mounts.

Yeah, I wish I could go with the Larsen, but I really don't wanna be dingin' the parking garage at work everyday.
