Mountain and technical rescues are assigned to a K-deck talkgroup, specifically K10-K12.

I have heard exceptions. Tonopah and Harquahala Valley don't yet have reliable access to the RWC, so all calls are typically assigned to A-13. Eventually that should change as a new RWC IR site is going up by the Burnt Wells rest area in the Tonopah/Harquahala Valley area.

Daisy Mtn will be assigned to A-10 north of about Pioneer Rd along I-17 up through the Sunset Point rest area, even for EMS calls, as the RWC doesn't cover that far north.

A couple of weeks ago, I heard a 962 involving an RV assigned to a K-deck talkgroup, and Squad 44 suited up in turnouts and SCBA to deal with a leaking propane tank, an issue that would normally be assigned to an A-deck VHF channel.

Daisy Mountain is already doing that and some Mountain/Technical rescues have been worked on VHF recently. The public will likely never know what dictates the exception to the FD's own policies, so expect exceptions to everything on Fire broadcasts.
