Multiple ltr sites

Hello, I have collected data to share from a few ltr sites from a single entity.
Two of the sites exist in the db and two do not. My understanding of ltr is they are not networked and treated as a single system. Should I then make a single submission for all sites or multiple submissions, one for each site?

One submission. Clearly differentiate the site details within the one submission.

It seems that you're suggesting each site is a separate system unto itself, which is normally true of older LTR. If that is the case, then you would need to make two submissions as "New System" within the appropriate county/counties. If they are both part of the same singular system, then as @mciupa notes, one submission should cover it.
