What type of IP-based system?Hard to follow this thread because of the SNR, however I'll point-out that some facility public address systems still have older equipment that feeds the various speakers via analog voice over conventional RF, with a digital or DTMF burst to activate & deactivate selected speakers.
Military installations have basewide public address systems, and in the morning & evening, use them to sound Reveille & Retreat & the Star Spangled Banner in-addition to critical alerts & warnings 24/7. At a major installation near me, Giant Voice used an analog-FM RF link to inject message traffic, but a few years ago they modernized to a more robust (& secure) IP-based system.
Last I checked the one here was "analog" AFSK data on a UHF NFM frequency with a PL tone. All the music and any canned voice announcements must be pre-programmed in the sirens.
