I thought I would share the solution I landed on, so that someone else might benefit from it,

the problem

uniden bearcat Cb in my basement. Mag mount K4O antenna outside my basement window. Issue. How to get good swr readings

i got near perfect readings by doing the following

bought a steel grid small round garbage bin- like you would use at an office
tipped it upside down. Mouth on the earth.
bought two large steel bowls. Like salad bowls but large

put one inside the other, sat them upside down on the garbage bin, like a hat
got two large round steel cookie trays. Put them both on the top of the hat- ,made them overlap to get more area. Used duck tape to make sure the whole thing hung together.
put the mag mount on the cookie trays

readings are excellent. Near perfect

bought all materials at dollar store. Less than 20 dollars

Seems to me you made this a lot more complicated than need be for a ground plane antenna.
A wire dipole would probably work well, cost less, look better and not fall apart when the tape lets go.

Thought about using aluminum foil?

Curious. If you are talking about a K40 brand K40 model, where did you find this discontinued antenna?

I need pics of this
Yes, would be interesting to see this as well. I usually just put my magnet mounted antenna on a baking sheet for a ground plane and call it good.

I can't assemble that in my head to represent any kind of ground plane. I need a picture to figure that one out.
All I can imagine is stuff piled on top of more stuff.
