It's Rare to see Agencies use the 400-406 region.
Sept 2009 White Whale story in Monitoring Times is a good one.
I've seen 210.7, but not in that sub - region.

They may very well be out of Oklahoma or even Arkansas. I did get a hit a few times from a Known FBI repeater also using the 210.7 PL and the Texas fellows have confirmed that frequency to be P25 with a 167 NAC in Dallas and North Texas.
I did monitor two of those later today and heard chatter on them that sounded Law Enforcement related but it was week and defiantly distant. The 210.7 tone is what's throwing me, but given the new info you gave I will keep hunting and expand the search grid and see what we come up with.

Do you get stuff in the 400-406 range on different scanners or radios with different IFs? It might be images.
I'm guessing an image of some kind.
I don't think there would be any federal day-to-day operations, analog or digital, on those frequencies.

Hmmm, now I'm thinking as CP points out, Image.
210.7 on an FBI ?? Nope.
I do know my BC898 get's 900 images in the 172-174 Range, 151-154 images in the 162 Range and 460 images in the 400-420 and T-Band when in the 457/467 Ranges.

To expand on this, what radio are you hearing this on? Maybe we can do some math and figure something out.
It's quite possible that those are cable bleed over. Our cable system in Bonham is extremely noisy. So much that I can't even operate on local 70cm repeaters.
Here is one though that is just as baffling, but not an image or bleed over. 167.6375 PL: 210.7 Repeater out, Law Enforcement activity in nature, 4 out of 6 bars consistently. I'm thinking Tribal Police or Chickasaw/Choctaw Nation.Police in Southern Oklahoma.

PSR-600, External U/V fiberglass dual band antenna at 45 ft. with New LMR600 feed line.
I'll take your word on it if you think its a birdy or image. The 210.7 tone is messing with me more than the frequencies. Thus why I bring this here, you guys are the experts on Federal Scanning. I'll accept whatever you guys determine.

Do you have any agency in the 152-156 band using 210.7 ??
Next time you get the 167 Rptr - search the 152-156 and see what you get.
I know my 600 is DEAF on 700/800/900, and has image issues.
Working a 390 EDAC this past week, I got plenty of 453/460 images

OK Mystery solved, these are in fact images from the Fannin County Voter sites. 167.6375 PL: 210.7 is an image off 152.4575 PL: 210.7 Fannin Sheriff NW site in Savoy TX. and 167.4750 PL: 173.8 is the image off 154.7250 PL: 173.8 Fannin Sheriff South Central site in Bailey TX.

Once you learn what is in your area, its good knowledge.

I don't see 152.4575 in the RR database, maybe you should submit it.
