If it was a hytera system it would says HYT in the bottom left. DMR (HYT) or DMR (MOT) Hytera/Motorola
Kenwood and Tait also have DMR so possible its either of them too i guess

True, but if some things are obfuscated, then maybe the Hytera/Motorola stuff is also obfuscated.
I guess I will never know what this transmission really is/TGs/UIDs/Encryption format etc.

Not true on a Hytera system that uses OTA Encrypt*. The Feature set ID (FID) in the Link Control message gets scrambled, you can see this looking at a log of that the sample posted by @noamlivne and the lines with Protected LC FLCO=0xXX FID=0xYY. This can also cause false positves in DSDPlus, when the FID value gets set to a manufacturer's standard FID

*Note this doesn't confirm this mystery signal is Hytera OTA, but it does show characteristics like Hytera OTA Encrypt AND then has voice encryption also applied

OK, so what are you seeing on the repeater output (if anything)?
Some illogical DMR data that doesn't make sense.
For example, see Mike's output from DSD FME (

OK. I still think that whatever you are seeing is not really DMR, despite the software saying so. If it is a protocol that is not recognized by the program, or if the signal is just too weak, then the software will resort to a "best guess". It did sound like EDACS to my ear, and none of those programs can decode it.

It's DMR. There are DMR signatures in the stream from beginning to end. The signal is not weak, and in fact appears to be a great signal.
