Napa County seems to be using multiple repeater sites for the county radio system. B Tank, St Helena, Atlas Peak and Sugarloaf. In particular for the Local Government channel. Seeing how the users of the radios have to manually switch channels on the radios between the different repeaters, I'm assuming that they are using different PL or different input frequencies. Does anyone out there have the details on this?

There's no switching of channels as you think. The user keys up the radio and the strongest "VOTING" site picks up the signal. Use this simple diagram of a local ham radio machine covering the Sacramento Valley to get an idea of how voting works. N6ICW Repeater System Blockdia

NapaCART is Amateur Radio related. The radios/maintenance is done by the COUNTY, otherwise, it's Amateur Radio. The SO/FD/Public Works, etc., all run the *same* frequency and just use voting RX.

From watching this video, it would appear they are programmed with either a different tone code or input frequency for each repeater site. Taking a somewhat educated guess I would say they are using different tone codes on the input.

Same output frequency/tone, and same input frequency for all repeaters. Just a different input tone for each repeater.

But as I said, this is not the norm for the County...It's mostly for Amateur Radio events, as CART uses a ham radio frequency.

So the "LG" channels that are programmed into those radios are amateur frequencies? It didn't seem like that's what she was saying in the video. She mentioned the channels were also used by other county departments.

Napa County CART tries to sound all high and mighty like that. If they are using Gov't equipment and "Gov't frequencies" I'd like to know why they come up on 146.820 (Sugarloaf/Mt. Saint Helena) during SAR events... ;)

To get back to the OP's Question: They usually use different PL's across the mountain tops and either use voting RX or manual channel change like they are doing there...But you have to remember, CART is Amateur Radio.

They do animal rescue, doesn't look to be a amateur radio group according to the Facebook page.
