I have the Suffolk TRS, some Suffolk conventional stuff and some Nassau PD - in Freescan files. You could program the scanner with Freescan (it's - as the name implies - free), then download the scanner with ARC. (Or just forget ARC and use Freescan from then on.)
Let me know if you want them and I'll zip something up for you. (You probably don't want my "NY-to-NC-I95" file, so I'll have to make a copy, then delete everything you don't need.)
