Hello, I own a Whistler WS1040 digital handheld scanner and my reception isn't good now that I have moved to a different area. Any recommendations on an antenna that will not break the bank but help with reception?

Please post specific examples from the database on what you're having trouble bringing in & where you've monitoring from if not Hutchinson, Kansas so we can make an informed recommendation for you. The antenna might not be the issue

Attached to the scanner Its a whistler 1040 and I listen to fire sheriff and ambulance channels

I am in Hutchinson, Ks and the pic attached shows the band I think.

Right off the bat your county sheriff dispatch is fully encrypted...
Though their ops channels are listed as clear (this may or may not be accurate)
If you're still in Hutchinson your police dispatch is fully encrypted as well so that's a no-go
Their tac channels are listed as clear...
Any other talkgroup ID'ed as mode "DE" is fully encrypted meaning it cannot be monitored, peroid. You'll only be able to pick up talkgroups ID'ed as mode "D". Both towers on KSICS listed as Reno County are single-site so this rules out simulcast distortion. If you're looking for an antenna improvement over stock then you should consider the Remtronix 800-B. However if you have any cell towers in your immediate area this could hamper your reception of the 800mhz band

Ok, well I do get sheriff channel, ambulance and fire. The dispatcher conversations cuts out frequently. I will try the Remtronix and thankyou for your suggestions.

try stepping outside of your house.
