WS1065: Need help setting up

Here is the file. Save the attached zipped file to your computer and extract. Open the extracted file with ARC500. Under the Scanner tab, click on Upload to Scanner. Scan lists as follows:
SCAN LISTS:
1. Richland Co EMS
2. RichCo Hospitals
3. RichCo Emerg Ops
4. Richland Co PD
5. Columbia Fire
6. Columbia Police
7. Richland Co DPW
8. Lex Co Fire/EMS
9. Lex Co Hospitals

Just want to make sure I'm hearing you right. When you say extract you want me to open it first before opening it in the ARC500 software.
The programming file is in a zipped folder which is necessary to be able to attach it. Once you download and save the zipped file, right click on it and Extract All. That will remove the programming file from the folder. Then, you open the extracted file with ARC500. The Sheriff for both Richland and Lexington Counties is encrypted and cannot be received by any scanner. Let me know if you have any other questions.

I have it on that software. Do I need to do anything from there to put it onto my scanner? I did what you said. I extracted all. Then I opened the software. I opened what I extracted. I did that with the scanner on. Do I need to do anything else? I thought with the scanner on and opening it that it would do something on the scanner. Is there another step I need to do? I'm sorry this is all new to me.
