Welcome to RadioReference, tboiter

If you have not already done so, install Sentinel on your computer, then update the master database in Sentinel. While in Sentinel, choose Edit Profile, either from the icon that resembles a piece of paper with a pencil over it (right under the V in View on the top menu line), or choose Edit Profile from the drop-down Edit Menu. In the Profile menu that comes up, set your location via Zip code, and your range (5 to 10 miles wold be a good start).

Also, make sure that you have the service types of interest turned on. If your scanner was 'new in box' (as opposed to 'new to you', like a good condition used scanner), the service types turned on by default are only Dispatch (Law Dispatch, Fire Dispatch, EMS Dispatch, and Multi-Dispatch). Turn on the Talk & Tac service types for those as well, for example Law Talk, Fire Tac, etc.

Once you've done that, send the updated info to the scanner. Connect the scanner to your PC, using the cable that came with it. When both the PC as well as the scanner are plugged in, you'll see a prompt on the screen asking you to set the USB mode. Select Mass Storage. As the scanner connects to the PC, you may see a prompt that Windows is installing the driver for the scanner. Once that's done, and the scanner is connected, you'll likely hear sort of a 'thump' from the pc's speakers.

In Sentinel, click on the Write to Scanner icon, which is right under the P in HomePatrol on the top menu. You can also select Write to HomePatrol from that drop-down menu. Once you've updated the scanner, you need to correctly disconnect the cable from the scanner, so that you do not corrupt the memory card. In the notification area on your Windows desktop (near the Time/Date display), you should see a small icon that resembles the end of a USB cable, with a green check-mark on it. Click on that, then select 'eject' for the drive letter that is assigned to your scanner. Once it properly disconnects, you should see a blurb message that it is now safe to disconnect.

Did you check the RadioReference database to see if your local system is P25 Phase II? The Home Patrol won't receive that type of signal. You'd need the HomePatrol-2. Check that first to see if the scanner will even pick up what you want to hear.

According to the RR database, mostly everything in your county, including Spartanburg, is analog. You should be fine with the Home Patrol 1.
