Welcome to the group.

It would be a good move to look at buying a trunktracking scanner.
Are the Emergency Services in your area broadcast in the clear ?
For instance, here in Toronto I can hear everything but the OPP without
owning a digital scanner.

A couple of reasonably priced non-digital scanners are the BC-245XLT from Uniden or the Pro-95 from Radio Shack.(Both trunktrack)

If digital is a must, then the BC296D (handheld) or BC796D(base) from Uniden or the Pro-96 from Radio Shack.
An older version of digital scanner is the BC250D which will be discontinued soon, so some deals may appear on those soon.
