Pro-163: Need some guidance here.

I have purchased a used Radio Shack Pro-163. I initialized it so the memories are all clear. I then, using ACR300 programming, downloaded from Radioreference.com the frequencies and user groups for Collier County EDACS Fire/EMS. The download to the radio was successful. However, when I turn on the radio and press scan, that's all it does...scan, scan, scan... There are no other frequencies or user groups in the radio, so I do not know what the problem could be. Anyone have any ideas? Please keep it simple; I'm used to plugging in a frequency crystal to listen to a transmission on a specific frequency (VERY old school).

Collier County Sheriff is P25. I have a Pro-164 and of course can no longer receive them. You may still pickup some Fire and EMS but I doubt it.

Do you have the LCN's entered properly?

I double checked them; they were downloaded directly from the database into the ACR300 program and then into the radio. The LCN's are correct. Collier Fire/Ems is on an open unencripted system. All of the group ID's are there; it should be working but it won't lock on a control frequency. I've been listening to the radioreference live internet feed so I know there is a lot of transmission, but I can't get anything.
