Need some info. please.

I can listen to to my county's dispatch thru the live feed but i want to be able to listen to Bowling Green-Warren County Public Safety system, drug task force, radio to radio, etc. Not sure how the hex or dec or alpha tags work. I found a refurbed radio shack pro 164 for 100 bucks. Would this scanner allow me to listen to this specfic system or more specific the talk groups in the system.
