To reset a RadioShack Pro-2028 scanner (often similar to other PRO models, as in the Wiki reference for PRO-97/2055),
start by turning off the unit.
While holding down specific keys (often 0 and 1 or 0 and 2), turn the unit on to initiate a factory reset or full memory initialization

On page 6 of the owners manual the procedure for initializing the scanner is detailed. Press the CLEAR key and then press the reset switch through the hole on the back of the scanner.
