New APCO-25 Federal Freq in OKC

I've been listening to 163.650 for federal activity. What I was getting was primarily data bursts every two minutes. Then I got confirmed APCO-25 digital. My 246T is showing a hint of a 251 DPL tone, but I'm attributing that to the digital and thinking there really is no DPL. Can someone w/ a digital scanner listen to this freq and try to identify. It's a common freq for Border Patrol, INS, or Immigration, but it could be something else. Thanks.

PS. It's active w/ digital comms right now.

That's an old border control frequency which should be used by the new DHS agency they call ICE.

The US BP is very active where I live on both the MPSCS system and on their conv freqs - their conv freqs tend to be p25. It leaves me to believe they think p25 is encrypted.

I'm getting a few digital signals coming every 10-15 minutes with data bursts every 2 minutes exactly. It's not real active, but there is some digital there.

I still haven't heard any voice on there - just data bursts.

The few times I think I have heard border patrol, they have been encrypted P25 (with some awesome repeaters somewhere - they had like 75+ mile range (listening on 796 going down interstate)!)

I have the 396 locked on that freq - I'll let you know if I hear anything in P25.

Data can be transfered in P25 also. I don't know how long those data bursts are. I know a "page" over P25 is VERY short - on a repeater, you would probably only hear the "tail" after your scanner unsquelched. In direct, my scanner doesn't even really pick it up (because it's such a short burst).
