Well, after a bit of research it appears I need to FOIA ZDV's "FACILITY STANDARD
OPERATING PROCEDURES". To illustrate, here is a 2013 version of the SOP guide for Los Angeles Center.

FYI, I finally got around to a making a FOIA request for ZDV's SOP's. Remarkably, FAA allows you to submit FOIA requests through a Web Form. It's incredibly easy to use, although they don't provide a confirmation number. It was the easiest FOIA request I've ever made, I guess we'll see how long it takes...

Update: I just got a call from a FAA FOIA officer. She indicated it was allegedly quite unusual for private individuals to request SOP's, and she repeatedly asked about the purpose of my request (purportedly to verify I wasn't a commercial requester improperly placed in the private fee category or something). But it sounds like more people need to start requesting SOP's, lol.
