SO-reseved for Type II Id's takes up one block.
S1 -128 Fleets, 4 Subfleets, 16 ID's, takes up one block.
S2 -16 Fleets, 8 Subfleets, 64 ID's, takes up one block.
S3 -8 Fleets, 8 Subfleets, 128 ID's, takes up one block.
S4 -1 Fleet, 16 Subfleets, 512 ID's, takes up one block.
S5 -64 Fleets, 4 Subfleets, 32 ID's, takes up one block.
S6 -32 Fleets, 8 Subfleets, 32 ID's, takes up one block.
S7 -32 Fleets, 4 Subfleets, 64 ID's, takes up one block.
S8 -16 Fleets, 4 Subfleets, 128 ID's, takes up one block.
S9 -8 Fleets, 4 Subfleets, 256 ID's, takes up one block.
S10 -4 Fleets, 8 Subfleets, 256 ID's, takes up one block.
S11 -2 Fleets, 16 Subfleets, 256 ID's, takes up one block.
S12 -1 Fleet, 16 Subfleets, 1024 ID's, takes up two blocks.

Fleetmaps use a system of 8 blocks to program in various combinations of the above size codes.
Example of how typical Type I systems might be set up for service:
Citywide- 4 Fleets: DPW, Police, Fire, EMA...
Subfleets for each:
DPW- Water, Trash, Sewer, Streets
Police- Dispatches, S.W.A.T., Tactical, Car to Car, Admin, Training.
Fire- Dispatches, Admin, Firegrounds, EMS if this is an FD function, Training.
EMA- Dispatches, Shelters, Car to Car, Etc,...
Or the city may have just one massive fleet divided into Subfleets for fire, police, dpw, government, etc,...
