I happened to notice the other night that I heard Data Burst at 10:30 PM. My first thought was some sort of AVL for the garbage trucks however, I did not hear it again until 10:30 AM the Following morning. So I set up my TRX-1 to monitor this channel and this is what I came up with.
There are 8 data bursts each time this event occurs,

Seems like they are embedding this system inside the Solid Waste channel which seems odd as this channel is very active during the day with garbage pick up.
Any thoughts?

New Braunfels Alert Notification System
In early 2011 the City of New Braunfels installed 8 warning sirens, which allow the city to warn residents of impending natural disasters. Specifically, these will be mostly utilized to warn of flash flooding along the rivers (each was located to cover a portion of the rivers or creeks prone to flash flooding). 4 of the 8 units have voice broadcasting capabilities while the remainder are sirens only. The city will conduct weekly testing on Wednesdays around 12:30 pm.
