New frequency?

I was just scanning around on my HF+/Discovery and I found 154.845. It sounds like an EMS and has a tone of 225.7 I found after setting the scanner on that frequency and letting it log it. I did a search in the Butel software and nothing turns up. The SDR on the HF loop somehow gets a stronger signal than the scanner but the scanner does get it.

Anyone know what this is?

Assuming you're in whitley county... FCC Callsign WQKV454 (WHITLEY COUNTY FISCAL COURT) comes back to that frequency. I believe that is one of their EMS channels that's multicast with the one listed in the database.

Strange when I did a search in Butel, it turned up nothing.
