I applaud their city manager for having the fortitude to ask the TOUGH QUESTIONS.
This is one city I would consider moving to, if their government is this responsive and intuitive. Sadly, most local governments don't ask these questions, and just write a blank check.

He and I see eye to eye, an open, FAIR and competitive bid process is a win-win for users of the system, the city and the taxpayers.

But as always, big business railroads any opportunity for local or smaller competitors to make an honest bid.

I am glad though we have people in local government like him who aren't afraid to stand up to the B.S. and wade through it to get to the truth.
