A CARMA member noticed this system popping up at Great Lakes the other day and I have been monitoring it for a few hours with Pro96Com. Here is what I have so far:
I presume it is related to or a part of a greater network of nationwide systems to that listed at U.S. Department of Defense: Project 25 Trunking System, Various, Multi-State - Scanner Frequencies.
The System ID reported is 14C, and the Tower ID is 346. No neighbors are reported. Here are the freqs listed:

Only 1 talkgroup has shown up so far, 212.
