I am not too familiar with the Pro-96. In general most of the newer Uniden mobile/base scanners are computer controllable and use the same command protocols. By using certain software, you end up with an audio feed with mp3 metadata tags that coincide with the frequency the scanner stopped on.
The two players that I am aware that take advantage of the metadata and properly display it while playing the feed are Winamp and iTunes.

However, if you have a webcam, there are two different software programs you can use to provide a audio/video feed.
One is Windows Media Encoder (which I believe you are already using). This is not my first choice simply because it uses a lot of bandwidth and it a processor hog. In addition, I have noticed at least with some of these feeds, that the audio and video become out of sync over time.
The other is Nullsoft Video (NSV). NSV has great compression codec for both video and audio and you can get a stream around 3-4kB/s, enabling dial up users to enjoy your A/V feed as well!
Also, if your Pro-96 is computer controllable (not just programmable) you can screen capture the control program using WME and basically provide the same effect.
