Will a 396T with the latest firmware pickup this new radio system in Jackson Co? Is it considered trunked of conventional? tried to download it, but it does not show up on list from freescan.

Right now in the database, it shows up as conventional frequencies. You will not be able to decode the signal with the 396T, or any other scanner currently on the market. This has been discussed at great length here in the Georgia forum, as well as, other forums.

Just really sad that some of these counties are going to MotoTurbo. Especially with all the bad press it gets as a Public Safety radio system. Guess there's always a few that believe everything the sales reps say. Being in technical sales for many years, you always love the gullible. Hopefully, the reps have the best interests of their customers at heart. Many don't and just look for the bucks. This smells like one of those.

White Co. sorta put the breaks on their MotoTRBO system. My understanding is that they have purchased and installed MotoTRBO repeaters and have them operating in analog mode only but are waiting to purchase handhelds and mobiles for at least a year. Helen PD has switched over entirely but are still using analog mode and are having some mixed reviews. In noisy environments the handhelds are all but unintelligible..

Why would a small county like White need anything but the VHF system they already have which works fine?

That is a very good question for which the decision makers seem to be avoiding. The existing VHF system isn't perfect but it works reliably and provides good coverage for the county. I think if the tax payers were fully aware of the costs involved in this silly "upgrade", they would be a little miffed.

The DSD application (see the wiki here) does demodulate Mototrbo. You would need a discriminator tapped scanner and a computer running a linux operating system to use it, though.

I've heard that folks are trying to come out with a Windows version of that software. It would still require the same hardware, but it would beat not being able to listen at all.
