Besides the news of the NYSTA P25 Phase 2 TRS contract being awarded to Harris/L3, I stumbled across this gem in the FCC database:

NYSP - Buffalo TRS Site
NYSP - Syracuse TRS Site

Notably, they received approval from Region 55 (per the FCC license attachment on the Buffalo site), which noted that it would be a "multisite" and coordinated with Region 30 (Syracuse Site). Coordinating with multiple regions on using Public Safety planned trunked radio frequencies? Hmmm.....

If it looks like a duck, walks like a duck, and quacks like a duck, to me, it smells like the first two sites for a Statewide P25 Multicast TRS! OpenSky 2.0, here we come again!

NYS goes years without trying to do anything, and all within a few weeks all of this?!

EDIT: To be noted, this is clearly not licenses for the New York State Thruway Authority, as they apply for their own.

Kinda looks like a new license for ther site at the Fairgrounds to me....
Building out a TRS just for the State Fairgrounds, which gets used a handful of times a year, coordinated with another site that is coordinated by another Region Planning Committee outside of that area? To each their own, but I'm not buying it lol. I figured I'd lay out my findings, which I thought were interesting, and I guess we'll see what happens!

It's not uncommon for the State to license for operations exclusively for the NYS Fairgrounds.

DOT, OEM & STATE FIRE have a license for the NYS Fair, WQWX913

NYS also has several VHF repeaters licensed for the fair, under WRDX681

For the last 5 years, NYSP has used 700 MHz for operations at the fair, but as conventional repeaters.. Prior to that, 800 MHz. The application noted above would make me believe that they want a TRUNKED system @ the fair vs. the frequencies used under license WPTZ779.

Two licenses are pending for NYSP and that makes someone believe that there is a Statewide P25 Multicast TRS in the plans? Sorry, but I don't buy it.

The one in Buffalo is a little more interesting.
That's where I'm at. State Fairgrounds location, okay, fine, nothing to really see here, just a site for a state venue. That's generally different from their typical operations, which I'm aware of, but okay, fine maybe they have some sort of reason why. Coordinating that site with Buffalo, though, is where I'm confused and makes me really think, why would they be doing this?

The inside talk is these are for the governors security detail when she is home at this end of the state.
The state would build out a TRS site in Buffalo and/or Syracuse just for the Governors's security detail? By the time it's up and running, she could be gone. That doesn't make sense, in my opinion, but again, not a lot in NY really makes sense either.

HSBC doesn't seem like a good location for daily trooper traffic, especially at 700 MHz. They are on the 190, but the 90 starts getting a ways away quickly, and the main population is covered by local PD or Sheriff. The core of where troopers are will be out of reliable range with HSBC quickly. But as you said, who knows what the state is thinking.

I completely agree with that logic typically, however, it could be a “prime site” for general coverage over the area, which could be supplemented by other prime location sites. SP in Troop A generally covers more rural areas, not an urban location.

Maybe, just maybe, the urban locations are gonna have 700/800 frequencies and the more rural locations will have VHF-Hi sites to provide that blanket coverage they could desire? Maybe they have enough VHF-Hi pairs floating around, already licensed, that they could do something like that after working a little magic? Or maybe it’s just for Hochul’s detail. Who knows, only time will tell!

This also appears to be completely separate from the NYSTA proposed system. where Troop T would be operating, which would want that coverage on the 190 and 90.

LOL, it wouldn't be her "personal" TRS it would be the GOVERNOR's. So even if she was gone, its the next acting GOVERNOR
