New NVERS RHCC system?

NVERS posted this today. Previously, they used talk groups on Fairfax and Loudoun Co's TRS. Does anyone know what "new regional radio system" they're referring to?

The portables look like some sort of Mototrbo radio. XPR7550/7580?

Mobiles resemble the XPR5500e.

I know at one point Physician's Transport was a control point for that system. I am not sure if that is case now being folded into the AMR system. But a quick FCC database license search yielded these results. Emission types listed are for DMR and service type is a Trunked DMR. system. I will have to plug the Spotsylvania transmitter into my radio to see if I hear anything.

I've got frequencies programmed as mototrbo sites and I get hits on a WSCM479 freq, not sure which.
I've seen TGs 98, 199 and 255, all encrypted.

Not even sure if it's for this system.

In the process of doing this I've found plane refueling activities at Dulles on a freq not licensed in Fairfax or Loudoun. Doesn't seem to fit in with known DMR systems.
