Yes, it is if you look at the LWIN system. Plus if listen to their city fire paging you might find it. they also use jefferson parish too

I checked out LWIN on Brodcastify Calls and this what I got for the last 24hrs:

29700 - Dispatch 1 - Clear
29717 - First Responder Ops - Clear
29701 - Tactical 1 - Clear
29719 - Tactical Shared - Clear
29702 - Detail - Clear

Correct, all NOEMS mobiles, and HT's are encrypted. Dispatch consoles are in the clear, for now.
