New TACN site ?

Seeing a new TACN site, 40 on system 1, Rutherford/Bedford/Coffee area. I'm pretty close to Hoovers gap, 1-32, and this new site is equally strong.
Any idea what it may be ? I know Bedford is getting ready to go live with a their own site. Coffee County is hitting it regularly. Thinking it may be on the Hoovers Gap tower due to signal strength at my location.

I believe it's in Normandy according to the FCC license. There's also a new site in Shelbyville (I think it's downtown).
