OK, Tom, we've already discussed elsewhere one "mistake" in this plan, the reversal of the input and output in the 800MHz NPSPAC freqs list (at least I HOPE this is a mistake!). You mention some other errors in this document. I haven't had a chance to really read it, can you elaborate?

I think the 700 MHz channels may be screwed up.
the inputs & outputs appear to be backwards on some. As far as I can tell
they are supposed to be high in low out on that band, and the last 2
channels listed aren't 30 MHz offset either. Something is weird about the frequencies too.
They are different from the ones listed on this document:

I'm not sure if PL tones are really supposed to be used now on
TX FIRE 1, TX FIRE 2, TX FIRE 3, TX LAW 3, and TX MED 1
They have always been carrier squelch before and this conflicts
with the immediate interoperability plan from 2 years ago.

The VCALL and UCALL channels, from what I have seen in other
documents, are always supposed to be carrier squelch.

On p. 4 they left off the last number on one of the callsigns.

On p. 29 the UHF table doesn't have cell border outlines.

If this is really the official release of this document, It looks to me like
somebody should have reviewed it before they approved it.

A discussion was held during the National Coordinating Committee meetings to reverse the input on 700 MHz, but that was turned down in the NCC and as far as I know the FCC is aligning input 45 MHz below output

Reversed from what? The latest documents I can find all say base transmit
764 - 766 and mobile transmit 794 - 806. That is a + 30 MHz offset.

155.475

Well, 155.475 is supposed to be the National Law Enforcement Emergency Frequency and its supposed to be carrier squelch... We ran into this during an inter-operability drill down here in FLorida where almost every local agency had put a PL ( yes a different one for each agency) on this frequency and also 155.3700 and 154.950...
Thankfully the majority of our users had either System and regular Sabers with MPL lists or we had front face programmable radios and could adapt to theirs.... a few even had monitor / carrier squelch disabled :oops: Downloaded the plan to read all the way thru but its definitely a positive step towards interoperability.

In the report it talks about the conflict that you brought up about the PL tones in there it says that all agencies using PL tones should be capable of also using a "monitor" mode in which they can hear agencies using the CSQ mode.

Thanks, Tom! I downloaded it the other day when you posted the link on DFWScan, with my dialup it took about an hour! Nothing I wanted to do a second time unless there was a significant change.

Now they have this message:
