In doing a search today, I came across 151.3325 DCS531. It's says it's licensed to Penfield yet it's not listed any where in Monroe county that I could find.

Penfield Fire District has had that license since 2006 or earlier. They are the only licensee in Monroe County on that frequency so I would suspect they have it as a private channel for whatever.
