New to Scanners - Question about Inputting Freqs

Under "Kitsap, County of", for the Sheriff it gives 3 frequncies on the second line,
"Frequency", "Input" and PL for "Sheriff South (includes Port Orchard)"

It looks like this:

At this link they are called Tx, Rx & PL. (158.880, 153.920 & 110.9)

I know what the PL Freq is, and how to input it (I just got a RS Pro-92
a few days ago). But why are there two main frequencies given?
Is it because they are In & Out on a repeater or something?

More important: Which one do I program into my Scanner.
I programmed both 158.880 and 153.920 into my Scanner (using the
same 110.9 for both).

I only hear 158.880, but if it might be because I used a 2 second delay,
so if it is a repeater, it isn't going from one to the other in the time between
the initial transmit & the response.

Am I close?
Should I delete one of the two freqs from the bank of channels?

Also, when I was programming in the channel, I went to 158.880 manually,
and I was hearing transmissions before I entered the PL code (I think I was
in PL mode at that point, but the display read P/L:none.
Is it because I was hearing ALL users on 158.880 (including other PL's)?

Or did the radio somehow figure out what PL to use on 158.880

What would happen if I didn't program a PL Freq, or if I programmed the
wrong one?

Anyway, if anyone has a lot of frequencies for the Bremerton to Gig Harbor
area in a Pro-92 and would be willing to clone them into mine, I would
be interested so that I could save time and get started (though doing it on
my own would help me learn, I have to admit).

just enter the ones marked frequency. You do not need input. You never have to put in the PL tone. I never program in a PL unless I have a problem with interference. Actually its nice not having PL and then on days when skip is running you get to hear all kinds of new stations.

So do I just go back to P/L: none or should I change the mode to FM?
I assume it is FM.

Could I put the P/L as a priority channel and also have the same freq. in FM mode,
or would the scanner recognize it as duplication and not allow me to do that?

That way the Sheriff would take priority on that Freq, but I could also listen when
other users are on that Freq.

Yes, I could complicate a train wreck. ;)
