I have tried everything to get this thing working and no matter what I have loaded into this scanner I dont get anything! I live in Oakland county michigan. I have spent hours making new systems and groups using free scan and radio reference....Is there anyone in the area where I can just drop this off and have it programmed?

As @wtp stated, the 996p2 isn't made to receive Simulcast systems, only the SDS series will do that. What tower are you trying to program in with Freescan? If you are using the Oakland County Simulcast towers then you will have simulcast distortion and the scanner will never work properly.
You might try the other towers and see what happens. NOTE: you have to choose the towers and the tgids you want to listen too, not just one or the other.
If you post your programming file here, someone will look at it and see what is going on with it. You have to zip the .996 file to upload it to RR.

Joejet- If you are on Facebook, join The Uniden Bearcat Club and there is a guy named Frank Becerra, Jr. and he can remotely program your Bearcat BCD996P2 and will explain everything to you via cell phone. Even though it isn't perfect on simulcast digital, he can make it work fairly well for you as I have owned this scanner in the past, and it is a great reliable product and has been in the Uniden line-up since 2015 and continues to sell.
Not everyone is going to spend $749.95 on a Uniden SDS200.
SDS-Software Designed Scanner and they are designed to combat simulcasting as almost everything is that way now. It means that agencies transmit on multiple towers at once.

If you are trying to monitor law enforcement you are almost completely out of luck, almost everything is encrypted and no scanner in the world can decrypt the transmissions. I have an SDS200 and if a transmission is encrypted the scanner completely ignores it, I don't know if that is the same on a 996p2.

As others have noted the Oakland County System has encrypted their police. You can only listen to Fire, EMS and utilities.
But don't sell the scanner. The Oakland County Simulcast is the only Phase 2 system in the state. Compared to all of the Phase 1 systems in the state the Phase 2 system in Oakland Co. sounds great on my 325p2. This is while I am mobile in my truck. No broken transmissions.
Many of the phase 1 systems have been on for 20 years or longer. They sound crappy on my 325p2. The newer software and equipment might be the difference.
